It should fit wrist up to about 7”, need a new battery
There is a faint line scratch on the left side of screen?
According to Seiko Date Finder (www.watchsleuth.com), it may be made in 12/1981 or 1991?
Does not seem able to move hand/minute hands when crown is pulling out?
Not sure if it breaks down or wrong operation, so it is sold as parts
