Vintage Pyle National model FEA-1122 light. I believe these were for ship/marine usage originally all though I've also seen mentioned they were use as prison tower spot lights.
Great industrial design and it has a standard style household bulb and does work! The cord is somewhat brittle in spots though, and the adjustment knob to tilt it is stuck.

It measures about 20" tall over all and the base is about 11" in diameter. The lens itself is about 6 1/2" in diameter and the outside of the housing itself is about 9"
(Aside from the measurements, the last picture shows it next to a water bottle for an idea of the size)
